Who is paying for lawsuits?

To the editor:
Help me out here. Are the Linn County supervisors suing the Linn County auditor? The City of Cedar Rapids suing the Department of Transportation? Anamosa suing the Department of Natural Resources? Or is it the other way around? And are the taxpayers picking up the tab for all of the attorneys?
