Where are details about fixing streets?

I hate to drive my car on the streets of Cedar Rapids. Our city is investing umpteen millions of dollars to attract people to visit our city and they will need to drive on our lousy streets. Some welcome.
Replacing and repairing bad streets are part of the vote. I don't want just some fancy political slogans to gain my vote. I want to see a concrete program of how this is going to be done. We are asked to invest for 20 years (of more sales tax) and we need to see how this money is going to be distributed over this length of time. We are asked to give millions of dollars to people who have let our streets conditions diminish. I want to see how they are to be improved.
I suggest that when holes are repaired, to use a long, wide rake to smooth the “blacktop” that is used and a roller used to pack it in instead of waiting for vehicle tires to pack it down. What we have now is a bump.
Our engineering or supervising department should observe the contractors to see that they are doing a good job. I drove on the newer Mount Vernon Road and every section joint has become a bump. That is poor workmanship and supervision. The people who want our vote need to lay out how the road dollars are going to be used.
