When will Gazette edit non-compliant letters?

Please help me as I try to reconcile two opposing situations in The Gazette.
First, as I opened the paper Sunday morning, I was treated to rather juicy accusations in a Jan. 5 letter to the editor (“Nation's misdeeds will be punished,” by Wendell E. Carr) as follows: “(America) prefers the slavery of a socialist society led by an elitist, popularity-driven, Marxist/communistic, morally perverted despot ...”
Then, I saw The Gazette's policy that it “reserves the right to edit letters for length, redundancy, clarity, civility and accuracy.”
Exactly when should I expect this right to be exercised?
