When did CR become an off-leash dog park?

I love dogs! However, irresponsible dog owners, not so much.
When did the City of Cedar Rapids become an all-city, off-leash park? In the last 1 1/2 years my dog (22-pound Shiba Inu) and I have been attacked by five dogs who never leave their yards, according to their owners (including two who were restrained by an invisible fence).
It's already scary to walk the dog on Memorial Drive SE without sidewalks; it's even scarier and dangerous when dogs (small to large) are growling/nipping at your heels.
