What’s the point of ‘arbitration’ to settle Executive Branch disputes in Iowa?

The Iowa Legislature recently passed into law a bill that settles disputes within the executive branch by "arbitration" without recourse in the courts. A three-member group decides; one member is from each side of the dispute and the third is selected by the Governor's office.
I fail to see the point of arbitration. It is just the governor's preference, which doesn't necessarily represent the public input on an issue and does not allow any option to challenge the decision.
