What happens when overnight winter shelter is closed?

The Linn County overnight winter shelter for the homeless is a great thing.
However, I wonder: When the shelter closes at 8 a.m. Monday through Saturday or at noon Sunday, what happens to the people staying there if it’s well below zero and/or there are blizzard conditions? Do they have to leave the shelter and brave the extreme elements?
