What does Branstad’s comparison mean?

Was I hallucinating or did I actually hear Gov. Terry Branstad compare himself to God during his budget speech? He said, in brief, “Just as God's covenant with Abraham asked sacrifices of the Israelites, so my covenant with you asks sacrifices of Iowans.”
Hubris? Or does it mean we'll be wandering in the wilderness for 40 years?
