Westdale more sensible than old county building

So according to the engineers, the Steve and Berry's building at Westdale has water coming through the floors. I guess I missed that on my last visit when I paid the taxes.
I wonder if the engineers who evaluated the old county administration building mentioned that under the right circumstances, that building not only has water coming up through the floor, but also through the windows, doors, and even the walls to a depth of eight to 10 feet. Why not leave everything the way it is for a while; it's working pretty well now.
