We will be squealing if Ernst is elected

Joni Ernst, in a recent political ad, indicated that if she goes to Washington she would 'make them squeal.”
Who is the 'them” that she is referring to? The only thing in Washington is congressmen/women and bureaucrats. To make a Congress person squeal, you have to negatively impact his district by cutting funding or closing a military base. He really does not care if yours is impacted, however. For the bureaucrat, his only function is to distribute the federal budget per the wishes and direction of Congress. Consequently, the bureaucrat won't squeal, for with a budget big or small, his duties and employment remain the same.
I wonder who the 'them” is that she is referring to? If it isn't members of Congress or bureaucrats, then who is it?
I have a pretty good idea who the 'them” will be. If the budget is radically cut per Ernst's ideas, it will be you and I who will be doing the squealing. Squealing when our roads are not repaired from the lack of tax revenue and funding, squealing when we can't support our veterans, squealing when regulations are not enforced and our kids chew on lead painted toys, squealing when Social Security is cut.
It is exceedingly doubtful that the poor feeder pigs will be the only thing squealing when Ernst cuts with her knife.
