Water-drainage plan warrants in-depth look

The July 11 guest column by Bob Watson on the Iowa Plan is an excellent inspiration for in-depth reporting by your paper. Watson's comments were reflected in part by Orlan Love's recent column in which Love lamented the profound environmental changes that have befallen Iowa since settlement, such as higher river levels and rainfall totals.
I see the problem of high water in our rivers to be only a growing problem. I think readers would be really interested to see the money, science and various position of this profound drainage plan to again alter Iowa's landscape with debatable consequences for downstream residents.
