Utilities have no room to complain about solar users

The Real Coalition argues that distributed solar does not pay for the power grid, but my REC directors already chose to charge me $36.50 per month to be connected even if I use no electricity. Am I not already paying for the power grid?
Legislators should sit on their hands on this one.
