Use fines from cameras to fund street repairs

Cedar Rapids should consider using money received from those traffic cameras to pay for street repairs. Why not let everybody who uses the streets pay for the repair, not just Cedar Rapids taxpayers?
Everybody who breaks the law should help pay for street repairs. Drivers from out of state and out of the city cause wear and tear on the streets, too.
