Traffic cameras are about the money

The city of Cedar Rapids can't have it both ways. A traffic camera enforcement program that it has claimed will improve safety via driver conditioning, and thereby reduce revenue from the issuance of fewer and fewer citations, simply can't be relied upon to fund an expansion of the police force.
Instead of providing promised safety, the hiring plot conversely expects no reduction in the number of tickets issued in order to deliver a continuous monetary stream. At great social cost, the city is voraciously banking on the system's failure.
