To the owners of a small, male, black-and-white rat terrier

To the owners of a small, male, black-and-white rat terrier, I am sad to inform you that your dog is dead. On Friday, he was hit on Forest Drive SE by a black pickup truck. The driver did not stop. I knelt next to the dog, helpless, hoping he would hang on until Animal Control arrived. Unfortunately, he died before they arrived. It saddened me to see this all unfold in front of our house. I wondered where this dog lived, and if there were children who would miss him and wonder what had happened.
He had no tag, but was wearing a black collar. He was not neutered. If the owners happen to read this, please know I am sorry for your loss. I understand accidents happen. As a dog owner, I must periodically take a moment to consider whether I've taken all the necessary steps to ensure she is safe.
I wish the little dog was still alive and safe. After it was over, all I could do was sit and give our dog a good long pet, feeling grateful she is safe.
