Timing questionable for hospital change

There must be other people who are as puzzled as we are over the sudden and unexpected Cardiologists L.C. announcement via letters about the change in limiting their patients' hospital choice. The PCI Medical Pavillion (where the cardiologists are a tenant) opened May 15, and the letters were mailed May 22.
Why did the cardiologists wait to inform their patients about this dramatic change? When did they formulate this plan? Why didn't they share their information (plan) earlier?
