Time to file charges for improper disbursements

It's about time Iowa Corrections Director John Baldwin took a look at the 6th Judicial District Department of Corrections Services finances. What took so long? How does this happen to what I consider the biggest state-funded joke in Iowa?
These improper disbursements obviously have been going on for some time and why has the Community Corrections Improvement Association (CCIA) been using state vehicles and cellphones for free?
The Iowa Attorney General has no choice but to file charges. None of the rest of us taxpaying Iowa residents would get away with this. I praise Bruce Vander Sanden for stepping up and trying to get this issue under control.
