Tariffs poor way to deal with theft

In the 2nd Governor`s debate Gov. Kim Reynolds defended the use of tariffs by President Donald Trump against China. Evidently the Governor never took a basic economics class in college.
Tariffs have not worked in the last century. A fairly recent example of their use was the Great Depression. It is true that China has been stealing intellectual property. Tariffs are a poor way to deal with it.
Why permanently harm our economy for what amounts to little more than news headlines?
