Subsidized housing linked to school quality

Did anyone ever stop to think that as we continue to increase our offering of subsidized housing and easy access to welfare in Iowa (Cedar Rapids, in particular) that we are going to continue to attract families whose students will not perform as well as those who come from families who support excellence in education and spend the time working with educators to ensure success?
I support our state's effort to work collaboratively with all stakeholders to look for solutions. But it seems we have decided that it's solely our education system that is getting worse, when we are likely allowing parents to quit doing their part in supporting the goals of education by attracting more parents who don't care.
As for Cedar Rapids, it's time to stop building housing for low income and subsidizing this type of housing. We need more middle-income, working-class homeowners to help with taxes so we can go forward.
