Street repair rationale is elusive

Many residents of Cedar Rapids never have to travel on our disastrous streets as they drive to their places of work or pleasure. How lucky they are! If they live in the newer areas of the city, or choose to move across our town on I-380, they don't experience the frustration that many of us feel.

For example, as I drive my vehicle to the full service gas station on Sixth Street, I encounter steady and sometimes heavy traffic. Meanwhile, I must travel at the speed of approximately 10 mph because the quality of the street is so destructive and ruinous. On my daily trips to the main post office to place some type of snail mail in the drop off box, I drive on Third Avenue. There I see a recently renovated street, with efficient bike lanes, and a very smooth surface. However, I see very few cars, and often none, traveling on this street. I do not understand the rationale as to why some streets are repaired and others are not.
