Street projects show which side of city is favored

I read a recent article regarding upcoming projected street repairs. It listed out 28 street projects for the east side of town and only 19 projects for the west side of town to be worked on during the summer of 2024.
The article goes on talking about larger projects as well currently being carried out. Once again all larger projects are on the east side of town.
Future projects listed for 2025 – five large projects for the east side and only three for the west side.
Why does it seem like one side of town is favored over the other? I voted for the additional taxes as I assumed it would be fairly divided out. Numbers don’t lie.
