Speed cameras may inhibit downtown development

The Cedar Rapids Chamber of Commerce and Police Department should discuss whether the “gotcha” speeding cameras inhibit downtown business development. Can Cedar Rapids ever realistically redevelop the downtown when it is full of hidden “gotcha” speeding cameras?
I suspect the number of people who will avoid going to Cedar Rapids will far outweigh the revenue generated by Cedar Rapids' surreptitious speeding tax.
