Some fun potential with C.R. traffic cameras

If nothing else, the red light/speedcameras are a great topic to bring up if there is ever a lull in the conversation.
But for all of the discussion, I think one aspect that has been completely overlooked is their potential fun factor. To that end, I propose that we create a speed camera lottery.
I propose a monthly prize by taking a percentage of the fines for that month, maybe 1 percent. Or maybe a Lindale gift card, I am open to suggestions. Regardless, anyone who received a fine would be ineligible to participate in the lottery, of course.
But the cameras would also take pictures of everyone who obeyed the law, and from that group a random winner would be selected.
Instead of the negative publicity of being a speed trap city to be avoided, we would create a positive buzz. And with a little promotion, we could turn Cedar Rapids into a destination; just think of the possibilities. “Drive CR and Win!” or “You can't win if you don't drive safe” could be our new city slogan.
Maybe local businesses could get in on it with sponsorship; think “Boubin Safe Driver Award” or ‘Winner receives 10 percent off a new car at Zimmerman Ford.”
Isn't it time to make safe driving fun?
