Solve health care debacle step by step

When then President Bill Clinton appointed Hillary Clinton to form a special working group and come up with a health care form bill, Hillary went to work with great zeal and came up with a finished product the size of “War and Peace.” Her bill attempted to solve all the problems at once. Her masterpiece never really saw the light of day. Bill Clinton knew he had been inaugurated, not coronated.
Obama has made the same mistake, but his concept made it to Congress and the American people. Since no one could read (let alone understand) a bill of this size and bureaucratic complexity, war broke out and continues.
If waste, fraud and abuse account for billions of potential savings, write a bill that zeros in on this alone. It would pass. The same with tort reform, it too would pass. Why wait to realize these many billions in savings? The other issues could be dealt with in a rational and coherent way.
