Slower traffic means more traffic

With the speed cameras slowing traffic down on the monitored roads, this means that drivers will be spending more time on these roads. This means that there will be more traffic on these roads at any given time, which means that there will be more congestion on the roads with speed cameras. This means that these roads will be less safe for drivers. Will this mean that extra lanes will be needed to make the roads safer?
I seem to remember that safety was the driving force for the installation of the speed cameras. Or will the city lower the speed limits even more, thus unintentionally making the congestion worse? Any bets on which action will be taken?
