Shut down Congress before the rest of government

If the Congress cannot do their job and vote for a budget, then Congress should be the first to feel the effects of no funding, and the last to have all their perks paid for.
Shut off the lights, air conditioning, restaurants, support staff, salaries, and all their perks. They are not royalty!
