Sheriffs’ gun policies are unconstitutional

“Rule of law” is the process of governing by laws that are applied, fairly and with uniformity to all people.
Constitution of Iowa, Article 1, Section 6: “All laws of general nature shall have a uniform operation; the General Assembly shall not grant to any citizen or class of citizens, privileges or immunities, which, upon the same terms shall not equally belong to all citizens.”
Just what is “uniform” about 99 sheriffs adopting their own policies (on gun permits)?
Does it create predictability and consistency? Are same rules applied in same manner to everyone? Does it protect the rights of every? No.
Sheriffs adopting their own policies does not trump my rights.
Article 1, Bill of Rights: “All men and women are, by nature, free and equal and have certain inalienable rights, among which are those of enjoying and defending life and liberty, acquiring, possessing and protecting property and pursuing and obtaining safety and happiness.”
The U.S. Supreme Court just ruled about my rights; Second Amendment is fully applicable to the states.
