Road conditions poor for cyclists

Last week was ride-your-bike-to-work week. Which is great in theory. It's environmentally conscious and promotes a healthy lifestyle. I decided to jump on board and ride to work on Tuesday.
On my first outing, I got a flat tire after I hit a huge piece of concrete on the road.
The condition of roads in Cedar Rapids is so pathetic that bike riding is prohibitive. There is so much sand and debris on the side of the road that bikers are forced to ride further into the lane (where are the bike lanes?), which is dangerous for car and rider. There are so many potholes that bikers are constantly trying to maneuver around them.
Before our city government encourages riding our bikes to work, perhaps they need to fix the roads to work.
