Rethink how we protect ourselves from flooding

Towns in Nebraska and western Iowa are severely flooded despite levees and upstream dams crafted to protect them. With precipitation continuing to increase, engineered structures only provide a false sense of security.
The only truly effective way to tame flooding is to be better stewards of watersheds and the atmosphere.
