Restricting Everclear to drive sales elsewhere

When I was in college in Indiana in the late 1970s, the drinking age in Indiana was 21. The drinking age in Illinois was 19. On the weekends, we would flock to the bars just across the border.
Restricting or banning the sale of Everclear will not prevent students from getting it. They will drive out of state, and they won't be picking up just one bottle, sending much-needed revenue out of Iowa and into the coffers of surrounding states. Students in motor vehicles with multiple bottles of booze; is this the scenario we want?
