Respect neighbors, pets and obey the least law

Ah, the signs of spring are finally here. Motorcycles that apparently can't be loud enough, the people who seem to think that everybody shares the same taste in music, and after a long winter, those of us who have animals the chance to get both of us some fresh air. Then to have to put up with the people who have the blind eye to the leash law in this city.
So this is to the individual who had a Doberman trot freely off his porch, coming toward myself and my dachshund. My little dog has only me as a defense because your dog outweighs him by oh, 90 pounds. I don't know you (one good thing) or your dog or what he/she is capable of doing. I do know it could probably knock me over as well.
My dog is the color of a squirrel, so it is entirely possible that your dog thinks he is one. So thanks for calling me an idiot because you belong to the rules-are-for-everybody-else school of thought.
The leash law is in place for a reason and if you were a responsible pet owner, it should be a non-issue. I could call animal control but then it is my word against yours. They need proof, such as a picture, which is impossible because I'm busy lifting my dog up out of the way.
