Removing topsoil is destructive practice

To the editor:
I am writing to advocate for an ordinance requiring builders to replace topsoil on building/construction sites.
'Vague guidelines” will not end this destructive and underhanded practice.
It is well-understood that our rich Iowa topsoil is exactly that. It is valuable and serves important purposes. One important purpose is that it diminishes water runoff which, in turn, reduces flooding issues. Does anyone remember the 500-year flood? How can we, in good conscience, allow this practice when plans are in the works to spend millions for flood protection walls? Remember the ruined businesses and homes, the displaced residents?
In addition, we have built a berm to protect residents from Indian Creek.
An additional purpose is that good topsoil reduces the amount of water homeowners need for watering their lawns and landscaping. With issues of severe drought in many places it is forward-thinking to consider water consumption issues.
It seems to me this strategy on the part of builders, in reality, cuts corners and shifts costs to the consumer. It would be much like building a home and omitting the insulation. Let the homeowner suffer the consequences. Who cares about environmental issues?
Our city leaders were elected to demonstrate courage and leadership and thus enact common sense regulations to benefit all our citizens. Allowing builders to confiscate rich topsoil and leave owners with second rate lawns is neither common sense nor courageous. Irresponsible comes to mind. And, I vote in every election I can.
