Regulate crowd noise for audience at home

My mind and ears are frustrated and discouraged by the constant “miking” of crowd noise. As a member of any crowd, we listen, in the open air, to the noises nearest us. On television, we are forced to sift out the announcer's comments from the senseless and meaningless crowd noise or music. This is true of most commercials and many programs.
These subtle sounds make the situation difficult for the average listener and is especially difficult for the hearing challenged. If the Federal Communications Commission can control the testing of all TV stations, one source could surely address this issue.
