Reconsider white water rafting project

Referring to the April 22 article titled “White water rafting project to be discussed ” in Iowa City and the proposed modifications to the Burlington Street dam that may include a public white water rafting course:
What is the accident record for public white water rafting courses? Very severe injuries can occur to the untrained public attempting to perform this very physical task.
Apparently the great blanket of federal and local safety laws and regulations does not apply here. I can see the lawyers rubbing their hands together already.
