Reasons behind lack of bands in parades

Regarding Mary Knapp's Dec. 14 letter about lack of bands in Cedar Rapids parades:
I agree with Knapp's lament. However, as a member of several bands, let me offer several observations. In winter, cold air does not do well with band instruments, potentially damaging them and at least putting them badly out of tune or freezing them up temporarily - and discouraging participation.
My band plays at Marion's Santa festival.
As for other parades, like Freedom Festival, were you aware that the bands have to pay to be in the parade? I played in it last summer and discovered that we were one of only two live music groups in the parade.
Finally, everyone seems swamped with activities, so scheduling a band for a parade is a large logistical headache.
Perhaps parade organizers could do a better job of encouraging musical groups to join the parades; a little charm goes a long way. Or maybe the organizers don't want a lot of musical groups?
