Questions and concerns about tree planting strategy in C.R.

The federal funds coming to Cedar Rapids to help with planting new trees and reforestation of the city is great, but I would like to see us put that money to good use. Driving along First Avenue West toward West Post Road, I noticed new trees being planted, but I ask: Why is the city planting trees 10 to 15 feet apart?
When those trees reach maturity they will have 20-30 feet width. What nursery would recommend this, and who are they contracting to plant these trees? Why not plant less trees on each block and replenish more of our streets that have no trees left from the derecho?
