Proposed bill for new state funds to DNR for ... raccoon bounties?

I am writing to express my strong opposition to Iowa House File 2665 (renumbered from HF 2481,) which proposes to create a state funded raccoon bounty program. While I understand the concerns regarding raccoon populations and their impact on certain areas, implementing a bounty program is not the solution we need.
First and foremost, the estimated cost of $860,000 annually is an astronomical figure, especially considering the current economic challenges facing our state and our people. Instead of allocating resources to a bounty program, these funds could be better utilized for initiatives such as conservation efforts, education on coexisting with wildlife, or addressing more pressing issues within our communities.
Instead of resorting to a bounty system, we should focus on implementing humane and effective methods for managing raccoon populations while respecting the ecological balance. This may include non-lethal deterrents, habitat modification, and community education. The DNR already has a program to help landowners address problems with wildlife. Why isn’t there a bill to fund that instead?
And where is the DNR in all of this, exactly? Last week I read headlines saying the DNR needs $100,000,000 for repairs to our state parks. I’d say this $860,000 is a good place to start.
In conclusion, I urge lawmakers to reconsider House File 2665 and explore alternative approaches that prioritize both fiscal responsibility and ethical wildlife management.
