Property owner says Treasurer’s delay costly

I purchased a property in September 2010 and just received the billing for the first half of the 2011 tax. Should have been Sept. 1. It (billing) had been sent to the prior owner by the Linn County Treasurer's Office. They said they did not have information (in over a year's time) to mail to me, but to the prior owner. It was their mistake, not mine or the prior owner, but they tacked on a penalty.
Neither I or the prior owner were guilty of any delay in mailing the statement or getting the paperwork completed. If the country treasurer can't keep up with the transfer of property, farm it out.
I am penalized for their mistake. They told me I was obliged to call them and ask about the tax.
