Process migrant children through U.S. embassies

Legal applicants and Embassy personnel are amiss in failing to include children when applying for immigration into the United States. Parents are not leaving children behind in their native country, are they? The U.S. Congress was/is amiss in failing to consider these children for naturalization along with the parents; the children are not at fault.
It is not amnesty to naturalize them with parents or grant them naturalization at their 18th birthday subject to other unqualifying evidence.
