Principal is catalyst for change in schools

Gov. Terry Branstad and his staff are commended for sponsoring this week's educational summit. As a Progressive, a retired Iowa-Illinois K-12 superintendent and an optimistic octogenarian, I anticipate productive outcomes. In the face of our deplorable fiscal and political climate, I find our governor's commitment to substantive and positive K-12 educational change refreshing.
What can Iowans do to support potential change? Students, teachers, teacher education colleges, school board members, unions, parents and voters young and old must approach systemic change with an open mind.
The variables in an effective learning equation that worked during my experiences remain relatively unchanged: a clearly defined curriculum with precise benchmarks; effective teachers with a thorough understanding of curricular expectations; a building principal with autonomy to select, evaluate, improve or recommend dismissal of teachers; and an effective but not intrusive testing program designed to adequately chart progress. In this accountability model, the principal is the catalyst. His or her selection should be based on rigid criteria, on-site training and remuneration consistent with staff and student successes.
