Prevent government shut-downs with one simple law

If federal government shut-downs actually burdened the most powerful groups, then there would be no shut-downs. I submit a preventative law: “If the government fails to enact a budget for the new fiscal year, then all private plane and passenger air travel shall be suspended until a budget for the full next year is passed.”
