Pre-approval forms hinder pet adoption

Recently, I contacted an animal shelter near the intersection of Highway 150 and Interstate 380 regarding a 6-year-old dog. I asked what time I could see the dog. I was told there was a four-page pre-approval form necessary before I could see the dog. It also states that if I was not approved, they would not tell me why.
Four pages of questions? Questions such as if I am within 15 years of being a senior citizen, what plans have I made for their care? If they urinate, what will I do? Will I take them to obedience school? Are you kidding?
My guess is that a 6-year-old dog in a shelter would probably say “let's go, I'll take my chances with him.” Is there government money involved in this? Is it to their advantage in making adoption difficult?
