Power plant is too close to cities; now another?

When the Duane Arnold Nuclear Power Plant was designed and constructed in the late 1960s and early 1970s, there was a huge amount of pushing and shoving by the opponents and proponents. Regulations regarding the construction kept changing until the company was pushed way over the original budget for the plant. This process took many years, and many millions of dollars were expended in the name of safety - and safety should have been the highest priority.
But the biggest mind-troubler of all was that the plant was allowed to be sited about 6 miles upwind of the second-most populated area of Iowa. Can you believe they would do this for the second time and, in addition, ask the customers to fund the cost of construction up front?
