Postal Service can’t deliver on quality

I writing to express my frustration with the postal service.
I continue to read in the paper and online about the financial stressors the U.S. Post Service is experiencing, with society utilizing other more financially reasonable forms of communication such as the Internet.
My fiancee and I chose to go the traditional and more costly method of sending wedding invitations through the mail. After having custom invitations made, my fiancee spoke with the Marion postal worker about needing to have them hand-stamped to ensure they wouldn't be damaged. We then were informed this would cost additional postage.
After paying the additional postage, my fiancee and I were very unhappy when three of the invites were returned to us (because of our error), and it was apparent that our request and additional payment wasn't followed as the envelopes and their contents were damaged.
Given this experience, I do not feel sorry for the U.S. Postal Service's financial troubles. Also, I question why one is give the option of different levels of postal service and additional insurance when mailing something.
My only conclusion is that the post office is aware that it can no longer provide the quality of service it once did.
