Politicians should lose significant pay if government shuts down

Perhaps some necessary changes need to be made in how the House and Senate do certain things, namely what happens when there is a government shutdown.
Any members in the House or Senate, who voted for a shutdown should be penalized by not receiving a paycheck for 90 days, regardless even if the shutdown is for only one day.
Perhaps this would stop certain people from making frivolous threats to shut down our government, causing massive harm to the innocent who receive government subsidies, as well as the troops serving our country.
