Plasma arc facility would reduce waste

As I understand it, the (planned) plasma arc waste disposal system furnace (in Marion) is designed to reduce all the industrial and household waste of Cedar Rapids and Marion to “the elemental components of their molecules.”
If this is true, why should the residents of Cedar Rapids have to separate their household feedstock into Garbys, Yardys and Curbys? Cedar Rapids is also considering not picking up any glass. The plasma arc furnace would atomize all waste.
Why not just (plan to) put all our household waste in a Yardy, which could be unloaded at the plasma arc facility? It is all fuel which will be converted into electricity.
