Planning needed before closing MHIs

To the editor:
Thank you for writing the editorial 'Don't be hasty in closing Iowa MHIs” on Jan. 20 about the possible closing of two Iowa Mental Health Institutes.
We must have time to plan for the number of beds and alternative programs needed in each of the geographic areas of Iowa. We cannot expect that those in need or their families, friends and support groups to drive great distances to services. We are just beginning to deal with a new mental health delivery system in Iowa.
Last year the governor vetoed transition spending in the bill passed by a bipartisan legislature. He then instituted the 'claw back,” a concept of asking regions to return money which was saved by more Medicaid enrollment to the general fund. If there are mental health savings, the regions should be able to use those funds to reduce waiting lists and increase services which are badly needed. These needs would be increased if we have fewer beds available.
While the mental health services delivery systems are changing, there will still be a need for beds for those people having severe psychotic episodes or other significant mental health events. This requires careful planning and consideration of the needed services and the location of those services.
It is important that the closure of two of the MHIs is done after much study and work by the whole mental health system in Iowa.
