Pet owners, producers should be taxed

Subject: Annual licenses for pets. First, no affection. Second hearing: If this is a possibility, then be fair and balanced. Let's go after these uncontrollable unlicensed “Production Factories of Puppies.”
Many of these “factories” are old barns, dark dank garages and basements, back porches, you name it. No vets, no medic, just raw nature and you take your chances when you buy. I counted 42 consecutive ads in The Gazette all the same day for puppies ranging from $25 each to $2,000.
What a business, all you need is two “hot dogs” and, presto, you have an income with 100 percent profit and little if any investment.
Tax the pet owner, tax the pet producer. It's fair and balanced.
