Penalize Cedar Rapids for camera dispute

Putting the traffic camera debate into football terminology, Cedar Rapids City Council, the home team, and State of Iowa Department of Transportation, the visiting team.
Since Cedar Rapids is on the defense and the DOT is the offense, it appears that Cedar Rapids should be penalized some 60 yards and the speed signs should be set back to the 333 yard line for unsportsmanlike conduct.
