Past performance explains Swore’s ouster

I noticed after the recent rain, the political signs for the upcoming Cedar Rapids City Council spots have sprung! I also noticed a “weed” among them and that was the one for Chuck Swore for council member at large.
I am a homeowner in the District 4 that Mr. Swore represented previously. It was not a fluke that he lost his re-election bid to Chuck Wieneke; it was his performance representing his district, and the people spoke!
If Mr. Swore did not have the support of his district then, why should he have the support of the entire city populous now?!
