Parking ticket struggle really worth it?

I work downtown and have a city permit for the Third Avenue Parkade. Recently, I received a $25 ticket for not having a permit. However, I do have a permit that is on thin, flimsy paper and you hang it from your mirror (we have complained numerous times to get new permits but they will not replace them and told us to tape them). Well, it happened to fall on the floor that day.
So, I appealed the ticket and explained what happened. A few weeks later, I received a letter stating that the board reviewed the appeal and it was denied. I was to pay the ticket immediately. I then went to the person at my work who handles working with the city on purchasing permits for our business. She explained through an e-mail what had happened. The response: You would have to go to their office, complete paperwork and set up a court date.
Does the city really need $25 that badly? Please, give me a break!
